In October 2017, the Human Rights Campaign Foundation and Equality Federation Institute released the 6th Annual Municipal Equality Index, assessing LGBTQ equality in 506 cities across the nation, including 10 in Pennsylvania.

The average score for cities in Pennsylvania is 75 out of 100 points, which falls above the national average of 57.

The #RaiseTheScore program of Equality Pennsylvania Education Fund seeks to do just that in municipalities across the Commonwealth – Raise The Score in target municipalities across PA!   Equality PA members will be able to nominate their municipalities for program consideration, HRC will assess and estimate scores for non-ranked municipalities, Equality PA will select municipalities across the Commonwealth and invite them to be part of the RaiseTheScore campaign.

Municipalities (who can pay technical assistance fees) or local community groups would need to raise approximately $1,000 in fees, and Equality PA will provide a 2:1 match up to that amount.  Equality PA will work with each municipality by providing technical assistance webinars, in-person consulting, and policy models. We will also work to identify members of local communities who call for and support this work.

  • The application process for Raise The Score is currently being finalized.  If you would like your municipality to be considered, please complete the pre-enrollment suggestion form.
  • Municipalities interested in participating must have support of the city’s administration (mayor or equivalent) and at least two members of the governing body (city council, borough council, township supervisors, or equivalent).  Support from local LGBTQ community groups such as an LGBT Center is also desirable.
  • All municipalities will be required to pay or raise $1,000 to cover program fees.  Equality Pennsylvania will match 2:1 up to $2,000 at select municipalities based on need.
